Jim was born and raised in New York and currently resides in Rockland County, New York, with his wife of 24 years and his two (2) children (ages 17 and 21).
Jim possesses a unique blend of legal and law enforcement experience that has provided him with an exceptional view of federal employment practices and disciplinary matters. He has been an attorney for 20 years and retired as a law enforcement officer after 22 years of service.
Jim received a Bachelor’s degree from Binghamton University, a Law Degree from New York Law School and a Masters of Taxation from Baruch College.
As a member of the NYPD, Jim served in a number of commands (patrol, investigative and administrative). As an attorney with the New York City Police Department, three years of which he was Executive Officer of the Department’s Legal Bureau in charge of some 120 attorneys and support staff, he provided legal counsel to the agency, and its members, on wide variety of civil, criminal and administrative matters. When Jim retired in 2004 (at the rank of Captain) he was the Commander of an elite investigative unit charged with investigating gang related shootings and homicides. There he oversaw complex investigations, mostly in partnership with their federal counterparts (e.g., FBI, DEA, ATF, IRS).
Jim has been in private practice since 2004 and has assisted Larry Berger in his representation of FLEOA members since March of 2007. His brother Robert is an FBI agent and his brother Michael is an Inspector with the NYPD.
Jeffrey H. Jacobson Jeff is a founding principal in Jacobson & Larrabee, PLLC, where his general practice includes employment law, probate, guardianships and conservatorships, and business and commercial litigation. Previously, Jeff was an associate at a large law firm and also spent six years as a prosecutor, initially with the Pima County Attorney’s office and the latter three years as an Assistant United States Attorney in Tucson where he prosecuted several high-profile criminal cases. In 2005, he was honored as Prosecutor of the Year by FLEOA’s Southern Arizona Chapter and also received the Outstanding Prosecutor award from the U.S. Border Patrol, Tucson Sector, DISRUPT unit.
Jeff is also the co-founder of the Wills for Heroes Foundation. This 501(c)(3) non-profit organization provides support and services to eligible first responders and their families. The Wills for Heroes program began in response to the September 2001 terrorist attacks as a way to give back to the first responder community. Since then, Wills for Heroes programs in twenty-five states have provided more than 10,000 estate planning documents for first responders. The concept has grown rapidly and experienced tremendous success, with people in a dozen additional states requesting assistance with starting a Wills for Heroes program in their community. The Wills for Heroes Foundation oversees the nationwide expansion of these wills programs and connects volunteer attorneys with local first responders.
The State Bar of Arizona voted Jeff the 2006 Member of the Year for his leadership of Arizona’s Wills for Heroes program, and in 2007 Jeff was honored by the Phoenix Fire Department and the United Phoenix Firefighter’s Association for contributing over 100 pro bono hours to Arizona first responders.
Born and raised in Queens, New York, Jeff received his Bachelor’s Degree from Northern Arizona University in 1992, his Masters of Public Administration from Arizona State University in 1994, and his law degree cum laude from Whittier Law School in 1998. Jeff and his wife Rachel, a pharmacist, sit on a number of community boards and have their hands full raising their son 2-year old son Sam and caring for a cat and two dogs, Justice and Liberty.
