National Officers

   Jon Adler National President

Jon Adler began his career in law enforcement in 1991, and has served as a federal Criminal Investigator since 1994. His experience includes working a wide variety of investigations, and enforcing most of the federal criminal statutes. In addition to his diverse investigative background, Mr. Adler also has extensive experience as a martial artist, tactical trainer and manager. He's overseen large training programs, served as an instructor and Program Manager at FLETC, and is a certified instructor in Defensive Tactics, Firearms, Building Entry and Room Clearing, Impact Weapons, OC Spray and Physical Fitness.

Since October of 1994, Mr. Adler has been an active member of FLEOA. Mr. Adler was elected to FLEOA's Board of Directors in February, 2003, as National Secretary. Prior to being elected National President in November 2008, Mr. Adler also served on the Board as First Vice President and as Executive Vice President. Additionally, Mr. Adler also served as a FLEOA Agency President and Chapter Officer.

One of Mr. Adler's biggest accomplishments with FLEOA was drafting the proposal for the Congressional Badge of Bravery Act that was ultimately signed into law by President Bush on July 31st, 2008 (P.L. 110-298). In addition to serving as FLEOA National President, Mr. Adler also is a Charter Member of the International Law Enforcement Educators and Trainers Association (ILEETA), a member of Beta Gamma Sigma (National Business Honor Society), a member of Kappa Delta Pi (International Honor Society in Education), a Board member of the National Law Enforcement Officers Memorial Fund and a member of the New Jersey PBA federal chapter. Mr. Adler is also proud to serve on the Board of Directors for the FLEOA Foundation, a nonprofit corporation that assists FLEOA members and their families during difficult times.

 

   Nate Catura

Nate Catura is a Special Agent with the Social Security Administration, Office of the Inspector General and has been since 1998. Currently, he is assigned as the Resident Agent for the Milwaukee Field Office. Prior to SSA-OIG, beginning in 1990, he was a Deputy United States Marshal.  SA Catura graduated from the University of Wisconsin – Eau Claire with a Bachelor of Arts in Criminal Justice. Within FLEOA, he has held the following positions: Wisconsin Chapter Vice-President from 2002-2003; Wisconsin Chapter President (Interim) from 2003 – 2004; Wisconsin Chapter President from 2004 – 2008; National Director of Administration 2006 – 2008; and currently, as the National Executive Vice President.   

Nate has been the recipient of numerous awards, including the prestigious Inspector General Award for Investigative Excellence and the Assistant Inspector General for Investigations Award. 


  Chris Schoppmeyer, VP for Agency Affairs 

Chris Schoppmeyer has been in federal law enforcement for over 28 years, first as a Wildlife Inspector and Refuge Law Enforcement Officer for the US Fish & Wildlife Service and for the past 21 years as a NOAA Fisheries Service Special Agent stationed in New Castle, NH. Chris has been a FLEOA member since 1990. From 2001 to 2007 he served as the Agency President for the NOAA Fisheries Service, Office for Law Enforcement. In 2003 Chris formed NH Chapter 67 and has served as Chapter President since then.

Chris’s entire career has been dedicated to conservation law enforcement. He holds two degrees from Unity College, Maine in Conservation Law Enforcement and Daniel Webster College in NH for Organizational Management.  During his career as a fisheries agent, Chris served a 10 month assignment as a Staff Assistant to a NH congressman, focusing on environmental issues.  Chris has received numerous awards including the Chevron Conservation Award in the Citizen Volunteer category.  As Vice President of Agency Affairs, Chris will serve as the liaison between the Agency Presidents for over 70 agencies and the National Executive Board.
 

  Rasheed Tahir Chapters Director
 

Rasheed Tahir is currently a Senior U.S. Probation Officer in the District of Maryland working with violent and major drug cases out of the Greenbelt, Maryland office.  Prior to his current position, he served as a probation officer in Washington, D.C. for Court Services and Offender Supervision Agency (a small federal agency that handles probation and parole for D.C. Superior Court cases) from 2001 to 2005.  While there he was involved with the training of new officer in defensive tactics, violation report writing and courtroom testifying.  He has been an active member of DC Chapter 9 since joining FLEOA in 2002.  He served as a Chapter Vice President from 2004 - 2006 and Chapter President from 2006 to present.
 

  Lazaro “Larry” Cosme, Vice President of Operations

Larry Cosme began his Federal Law Enforcement career in 1992 with the former INS. He is currently employed by ICE as a Senior Special Agent in the Office of the Special Agent in Charge for D.C. (SAC/DC) at RAC/Harrisonburg, Virginia. His areas of responsibilities covers Washington D.C. and the Commonwealth of Virginia.  In 2005, Mr. Cosme was elected to serve as FLEOA’s Immigration and Customs Enforcement (ICE) Agency President. He was serving his second term as ICE Agency President when he was elected as FLEOA’s National Vice President of Operations.  Mr. Cosme has also served Law Enforcement Officers in different capacities, as President and Executive Vice President of local 2149 with the American Federation of Government Employees, National INS Council. During his tenure in these positions, he negotiated agreements that ranged from Contracts, Memorandums of Understanding, Alternate Work Schedules, and Disciplinary Disputes between labor and management.

Mr. Cosme possesses a Bachelor of Science Degree in Criminal Justice with a Law Enforcement concentration from New Jersey City University. Mr. Cosme also attended training in Management and Labor relations at Rutgers University, sponsored by the American Federation of Government Employees, received training from the Federal Mediation and Conciliation Service in dispute resolution, and has completed training provided by Arbitrators from the American Arbitration Association sponsored by AFGE.

   John Ramsey, National Vice President - Membership Benefits

John Ramsey is a Special Agent with the U.S. Department of Veterans Affairs, Office of Inspector General. Currently, he is assigned as the Resident Agent for the Jackson, MS Resident Agency. He has over 14 years combined experience in law enforcement at Federal and state levels. Mr. Ramsey holds a Master’s degree in Forensic Science from The George Washington University and a Bachelor’s degree in Criminal Justice from Georgia State University. Mr. Ramsey was the Louisiana Chapter President from 2002-2006. Currently, he holds the following offices within FLEOA: National Vice President for Membership Benefits, National Legal Liaison Director, VA OIG Agency President, and the Mississippi Chapter President.


  
Duncan D. Templeton, National Legislative Vice President

Duncan Templeton began his career in Federal Law Enforcement in 1987 as a Special Agent with the United States Department of Agriculture (USDA), Office of Inspector General (OIG). In 1999 he was promoted to Chief Internal Affairs within the Inspection Division of USDA-OIG. In 2003 he began working for the United States Attorney's Office for the District of Columbia as a criminal investigator, specializing in District Court investigations. Mr. Templeton has been a member of FLEOA since 1987 and was elected as the National Legislative Vice President in November 2005 and re-elected for a second term in November 2008.

   Maria Coscia National Secretary

Maria Coscia is a Special Agent (SA) with the Department of Defense (DoD), Inspector General (IG), Defense Criminal Investigative Service (DCIS) and has been since 2001. In 2004, Ms. Coscia volunteered for a three-month detail in Baghdad, Iraq, where she worked in conjunction with the Multi-National Forces Iraq and the U.S. Military in the protection and effective enforcement of DoD's mission. She handled investigations of bribery and kickbacks, illegal sales of weapons, and violations of International Zone Security protocols. In preparation for this detail, she underwent rigorous training in multiple weapons, military tactics, tactical driving, and force protection, as well as training required by the Department of State. 

From 1996 - 2000, she served as a Deputy U.S. Marshal in the Western District of Tennessee and later transferred to the Eastern District of Missouri. As a Deputy U.S. Marshal, she worked several details that supported New York Metro - WitSec Division and lastly the Elian Gonzales detail. In 2000, she was selected to the Special Operations Group but declined to accept her current position as a SA with DCIS. Ms. Coscia has been a FLEOA member since 1992 and has been actively involved in the organization as the Vice President of Chapter 22.

   Shanon Mast-McPherson (IRS-CID), National Awards Director

Shanon Mast-McPherson has served on the National Board of Officers as Interim Acting Awards Director since February 2007. Shanon has also served as FLEOA Chapter 25, Central District of California, Secretary/Treasurer since 2003. She has been actively involved with FLEOA National Chapter activities, most notably as the planner and coordinator of the FLEOA National Conference and Awards Banquet events. Special Agent McPherson is employed with the US Treasury Department, IRS Criminal Investigation in the Los Angeles Field Office. She has been a FLEOA member since 2001.

 

   Art Gordon, Immediate Past President
 
Art is the President and founder of the American Homeland Security Consulting Group (AHSCG) (www.ahscg.com
) located in Washington, DC. This high profile security consulting firm has a network of several hundred retired Federal agents available for work in both the public and private sector. They provide homeland security and law enforcement training, college emergency planning, executive protection and conduct threat and vulnerability assessments.
 
Mr. Gordon retired in 2007 after serving three (3) years as the Assistant Federal Security Director for Law Enforcement with the Transportation Security Administration (TSA) at BWI Airport in Maryland. He was responsible for overseeing law enforcement operations that pertain to the nation's transportation infrastructure, which included aviation, rail maritime, ports, bridges, tunnels, roadways and pipelines. He served as TSA's top law enforcement official in Maryland.
 
Prior to accepting his position with TSA, Mr. Gordon served in various law enforcement positions with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for over twenty-nine (29) years. Mr. Gordon was a special agent for fifteen years conducting criminal investigations in the field. He served two years as a Headquarters Project Officer overseeing ATF's National Firearms Training Program, two years as an Organized Crime Drug Enforcement Task Force Coordinator, and ten years as a Supervisory Special Agent supervising a multi-agency law enforcement task force.
 
He has coordinated major multi-agency conspiracy investigations, involving violations of the Federal firearms and narcotics laws and supervised Title III Intercepts (wiretaps), surveillances, and tactical operations. During his tenure at ATF, Mr. Gordon developed and wrote all of the firearms training and qualification programs for over 2,000 ATF special agents, which have been utilized by ATF for the past twelve years.
 
Mr. Gordon has been an active FLEOA member since 1982. He has served on the Legislative Committee, as the Baltimore Chapter President, the ATF Agency President, and the National Executive Vice President. Mr. Gordon became the FLEOA National President in June of 2004. During his tenure with FLEOA Mr. Gordon has testified before Congress regarding issues of importance to federal law enforcement officers.
 
Mr. Gordon possesses a Bachelor of Science Degree in Criminal Justice, and a Master of Arts Degree in Criminal Justice and Forensic Science from George Washington University.
